The Super Siphon is both

How it works
The Super Siphon
utilizes a patented self
priming pump that starts the the siphon process safely. By
placing the hose output at a point lower
than the pump end so that gravity can sustain siphon flow. Shake pump
vigorously with an up and down motion until flow starts. Then let
Super Siphon do the rest. That's all there is to it!

Applications
The Super Siphon works with almost all
liquids including water, gasoline, diesel fuel, kerosene, fertilizer,
insecticides, thinners, paints, solvents and lubricants to the
thickness of 20 grade oil. Because the Super Siphon is anti-static,
you can even transfer aircraft fuel without danger of sparks. With so
